This page looks plain for one of two possible reasons. There may have been a minor technical problem (keeps happening, y'know) which prevented the page layout from loading. Reloading the page will probably help in this case.
It is much more likely, however, that you are using an old browser (such as Netscape Navigator 4.x, for instance) which cannot handle today's standard technology.
